A man walks his dog on the Mississippi River levee near Oak Street on Friday morning. With the river's level above 15 feet, the U.S. Army Corps of Engineers oversaw the opening of the Bonnet Carre Spillway in St. Charles Parish last week, which releases water into Lake Pontchartrain and eventually decreases pressure on levees in New Orleans.
