Stacy Seicshnaydre, a law professor at Tulane University, pointed to the Civil Rights Act of 1866 as a formidable barrier to the group's plans. The Reconstruction-era statute contains zero exemptions and prohibits all racial and cultural discrimination in property rights. Much of its language parallels the 14th Amendment.
