Tulane University names new chief of police, Frank Young

Tulane University has named Frank Young as its new chief of police.

Young joined the Tulane University Police Department in 2022 and most recently served as the deputy chief of patrol operations. Prior to his role at Tulane, he served in the New Orleans Police Department for over 27 years, where he was the commander of the 5th Police District and the commander of the Criminal Investigations Division.

In his new role, he will oversee the full-service law enforcement agency that provides police services to the uptown campus, the downtown campus and the Tulane National Primate Research Center.

Young takes over the chief of police post from Kirk Bouyelas, now the associate vice president of public safety and community engagement.

“During his tenure at Tulane, Chief Young has demonstrated an unparalleled commitment to the Tulane community and dedication to the police department,” said Bouyelas. “He is a proven leader with a clear understanding of the needs of our community.”

Young has a Bachelor of Science in Business Administration from the University of New Orleans. He is also a graduate of the Senior Management Institute for Police, held at Boston University.

Young was sworn in on Friday, April 12. “I have no doubt that Chief Young will hit the ground running and build on the successes of the police department by focusing on crime abatement, community policing strategies and ensuring our officers continue to be supported,” Bouyelas said.
